  Cleaning up structs in pe.cc. Correcting quartz detector id for cuts, and adding explicitly clear cuts to pe.cc to know if an electron hit the quartz for the reflector-photon-bounce case (possibly duplicate functionality depending on how root draw commands treat cuts on arrays)
