[A1n_d2n] All Hall C shifts cancelled as of Tuesday 8am

Hi all,

It is awkward to manually cancel large batches of shifts on the Shift
schedule page, so I added a note to the top of the page to highlight
that all shifts are cancelled starting with Tuesday 8am.

Thanks again to everyone for supporting the measurement.  We'll be in
touch when we have a better idea of the Lab schedule.
