[A1n_d2n] [EXTERNAL] polhe3 target in mc-single-arm updated

Dear all,
  There are bugs in the subroutine named " he3targ2019".
This subroutine was used to calculate the after scattering material
thickness,
which will then be used to do multiple scattering.
I have fixed the bugs and you can see my modification here:

This bug will only affect the multiple scatteing effects.
