[A1n_d2n] [EXTERNAL] mc-single-arm updated

Dear Mark and all,
Previously I updated mc-single-arm to use helium3 target if the user input
target length is longer than 20cm.  I also used the user defined target
length as the helium3 target cell length.

Last week I updated target_can.f such that the helium3 target cell length
is fixed to 40cm.
In this way I can throw events longer or shorter than the target.

I also temporarily disable output 'spec' tree for SHMS for acceptance
simulation.

Mark, could you please do a re-base or merge to the trunk?
It should include most of your updates.
