[Ace] Log entry notification: : user account hbgroup locked

Theo,

Please check with the other Theo about what account Hall B uses to sign 
their BTA time sheets.  If this is the account they use, it may need to 
be reinstated so that shifts from now on can sign the BTA time sheets, 
otherwise, no data will be recorded.
