[Ace] [New Logentry] bash disabled on HP-UX and Solaris

The bash shell was disabled on all public HP-UX  and Solaris systems (note that the default shell is tcsh).  We will apply a patch to the Solaris systems when  one becomes available.  Since our version of HP-UX is EOL and no longer supported, no patch is on the horizon.
