[Ace] README.edm for rsync directories

Colleagues,

In an effort to reduce the confusion around which edm screens are sync'd and from where(including our own), we will maintain a README.edm file in the top level of EDM in each fiefdom that describes this syncing.  We can add any information you wish to this file.  Below is an example of this file in CHL.


/cs/opshome/edm/README.edm

Please note that the  the following directories and files
are mastered from other fiefdoms.

This means that every fifteen minutes these screens are sync'd
and any changes will be erased. If you want to make changes to
screens in these directores, please do so from a system in that
fiefdom (opsl00,chll00,srfl00,fell00,...)
