[Ace] IOC Channel Access

The ioc is pingable and reachable by channel access. The only obviously 
abnormal thing about it is that the console is hung. I don't know how to 
reset this short of a reboot, and I'm not even sure if a reboot fixes it.

Maybe George or Gary can tell us if iocin04srfvac can be rebooted?
