[Ace] [New Logentry] Control Room Scanner moved to opsl04

The control room scanner was physically moved to the right side of the operator consoles and is now hosted by opsl04.  Be aware that the ScanIT tool was updated in Aug 2020 to use the Linux built in scan utility since is more supportable and has more features.  This means it might look very different when you first use it.  This has nothing to do with moving it.  Please report any issues.
