[Ace] RHEL 7 EOL and Hardware

Collogues,

We have gotten to the point where RHEL 7 is no longer supported (or able to build on) the current Dell workstations.  The current model 3240 is the only one we can still order from Dell.  We could perhaps order the older models from a third party and we can definitely play tricky down PC-nomics but this signals that we must start moving towards RHEL 8 right away at least for user desktops(servers and VMs should be fine for a while). I believe that this will be easier than from 6 to 7 since we will have largely dealt with the 32/64 bit transition.  Additionally, the user interface in RHEL 7 has always been awful and any improvement in RHEL 8 will be welcome.

I will work on the build system right away and lay out the file system areas for the new architecture.  I should be able to provide client systems soon.  I just wanted to give a heads up to everyone since this will mean work for everyone.
