[Ace] Docker Desktop Licenses

There is formal process underway to buy Docker Desktop licenses.  We will be paying for 8 licenses.  This is the list of potential users so far:

> theo
> cuffe
> tsm
> werlau
> adamc

This leaves 2 spare licenses for other developers or interested parties.  Let me know if you think we need more or you need a license but are not on the list.  They are pretty cheap (~$85 a year) so it is more about management than money.
