[ace] [New Logentry] logbooks outage - resolved

SysAdmin on-call was contacted because OPS couldn't log into logbooks.jlab.org (main elog)
It was determined that the web server had not recovered after scheduled CUE maintenance
OPS was instructed to use onsite backup logbook (elog.acc.jlab.org) while Theo Larrieu attempted to get logbooks' web server restored, but did not have access (it is a CUE maintained web server to allow for external off-site access)

MCC was instructed to contact Guard to page CNI/CUE on-call to troublshoot, and web server was restored/rebooted on their side

Called OPS to confirm that logbooks.jlab.org was accessible again (I was able to get to it from off-site, but wanted to confirm they could as well from on-site)
