[acg] RHEL 9 BAT nodes - opsbat9 and devbat9

Developers,

We have deployed an OPS and a DEV "BAT" node running RHEL 9.  These would be the targets for moving any beam applications or softIOCs that would normally run on opsbatX or devbatX.  They have both been setup with procServMgr so are ready to host softIOCs now.  I will deploy more as migrations progress.  Let me know if you need anything or have problems.
