[acg] RHEL 9 BAT nodes in all fiefdoms

Teammates,

In order to support softIOCs and other items in all fiefdoms, new RHEL 9 BAT nodes have been deployed.  This means that there should now be at least a login node (devl90) and a BAT node (devbat9) in every fiefdom.

The following were just added to complete the roll-out and are ready to use.

srfbat9
