[acg] FEL/LERF/LCLS and RHEL9

Colleagues,

After several meetings with the LCLS folks and the sheer age of the systems in the FEL, we could not wait any longer on upgrading systems over there.  This is where I rant for several sentences, but I decided to spare all of you.  What this means is that RHEL 9 is now the majority platform in FEL/LERF.  We honestly never completed any sort of upgrade from RHEL 6 to RHEL 7 so I do not anticipate this causing any major issues.  It might mean however that someone over there (I am looking at you Kevin) might complain about some application not being available and it may need to be installed for RHEL 9.  There is already a fell90 like other freedoms if you are looking for a target system.  I will deploy a felbat9 softIOC host over the next couple of days so that we are prepared to support imaginary requests that we are not supposed to receive or act upon.  There are also still legacy systems like fell77 that can be used via ssh to run anything if people over there just want to get a quick task done.

Special shout out to Erik who cranked through replacing and upgrading more than half of the FEL fiefdom in a day.
