[acg] Programmatic SAD determination

Does anyone know a way to programmatically determine if the accelerator is in a Scheduled Accelerator Down? I have examined the BOOMCEBAMODE PV and it does not appear useful. If you are interested, see https://jira.acc.jlab.org/browse/MYRESTORE-57 for more details of what I need.
