[acg] Link to New WikiJS Instance

Hello All,

A new Wiki (https://acgdocs.acc.jlab.org/) instance has been setup and is available for you to login, peruse and test drive. This is our intended platform to replace the existing TWiki instances found at accwiki.acc.jlab.org.

A tool to help in the movement of your or another's existing Twiki entries has been stood up and is hosted here: https://devweb9.acc.jlab.org/twiki2md/translate

This tool converts the Twiki source to the Markdown language utilized by Wiki.JS.

If we decide to move forward with this Wiki solution, then the database on this testing / development instance will be migrated with care to one of our dedicated database servers. We are still ironing out the final file/organization structure that we will use but do not anticipate losing any documents you create now in the testing instance. If this assumption changes, we will let you know.
