[acs] Soft ioc upgrades

Hi Gary,

Thanks for the soft ioc upgrades document.  It is very helpful.  I have a question about the step of setting up the startup script.  The document says adding the following to the startup.all if needed (changing system versions)

dbpf "iocsoft<IOC>:restoreStatus","1"

My understanding is we need this line for EPICS 3.15 iocs.  For EPICS 3.14 iocs, in what circumstance is this line needed?
