[acs] kolourpaint on 9 (xpaint on 7 and earlier)

I am installing kolourpaint on all RHEL 7 nodes now.  This way if you want to convert a program, you will not have to have a version different on the two platforms.

If you've used xpaint on RHEL7-, it's been replaced by kolourpaint on RHEL9 (if you have a script that launched xpaint from pubtools, when moving to RHEL9 it will need to launch /bin/kolourpaint)

If you've never used either, but would like an "MS-paint like tool", then these are they
