[acs] Please migrate softIOCs and Apps off of opsbat3

Does anyone have a sense of what pre-requisites or dependencies still need work before we attempt to build for RHEL9?

Please migrate any softIOCs or Applications running on opsbat3 to another opsbat node.  Below are a list of other opsbat nodes.  opsbat6 opsbat7 and opsbat9 were created to handle this load.  opsbat9 is a RHEL 9 system if you would like to skip RHEL 7 altogether.   Let me know if I can assist.
