[acs] IOC health check

I checked 'All Available Iocs'.

Would it make sense to have a 'HCO' option in iocHealthCheck, grabbing only those that have HCOSystem set to IOCS?

This is a radcon teststand.  I have requested the HCO be removed.

This ioc is runs a channel access server (CAS) supplied by Pyramid Technical Consultants, Inc.   HCO is marked as None. Why does it get checked?

Did an ioc health check ahead of restart scheduled for today.  I assume we'll need iocha26 and iochla4 with Hall A coming up?
