[Aiec] [EXTERNAL] Correcting fall 2018 CDC GCFs to mimic the alcohol used later on

I worked out something to try for the 2018 data.   I don't have a way to
make use of the time to distance values but this is worth trying for the
gcfs.   See attached.

I'm not sure if we're meeting this week or not - it clashes with the GlueX
CM & I need to hear Keigo's talk.
