[Alert_collaboration] Repository for proposals

Hello,

I put together a "framework" for our propoals. The idea is to reuse the 
same technical chapter in all the proposals. For now it is what we had 
in the proposal last year, so it is not completely finalized and need 
updates with what has been done recently.

Anyway, you can find the files on git hub "git clone 
https://github.com/RDupre/alert-proposals.git" then you should be able 
to just run ./Compile to produce the four proposals (mostly empty except 
for the tagged EMC one). For those who will be writing some pieces, you 
can already start. If you do not feel comfortable with git, just send me 
the file you changed, I can take care of the upload for you.
