      As you are aware, the lab continues to operate under a continuing

      resolution, currently extended through the end of April.  This

      means our operating funds are limited to the FY16 appropriation.

      You have all contributed to our efforts to spend wisely so we can

      meet our obligations and maintain a viable and productive science

      program.  To keep our programs moving forward during this

      challenging period we have decided to delay the planned annual

      merit increase and promotion cycle.  If and when a Federal budget

      appropriation is enacted for FY17 we may reevaluate this decision.

      We do not take this decision lightly, we understand the need to

      reward members of our staff who are contributing to our success

      and we trust you will understand this action is in the best

      interest of the Lab as a whole.
