[APEX] Please read the revised safety documents in the binder.

Hi all,

Last night we received a new experimental readiness certificate for
phase 2 of the APEX test run.  You will find this and other assocated
safety documents at the front of the yellow binder in the counting
house.  You MUST read them before your next shift.

I should particularly emphasize that you read the TOSP for the
permanent magnet (which Ed plans to install today), as it describes
additional shiftworker responsibilities that will go into effect soon.
