[APEX] Experiment status : no beam for next two hours at least

It seems the pass change was not successful, beam would not transport
to Hall A and MCC is unable to adjust Hall B beam profile.
So they decided to redo the pass change from scratch. People who want
to work in the hall should contact me on RC cell phone 876 1787 or
pager 584 5411 or at the counting house.
One item which could be check is the Left arm gas cerenkov which
seemed to be noisy. And there is cabling left on the right arm to be
done.
I will try to get people lined up for the work and go for access if
some can work during this down.
