[APEX] APEX Collaboration meeting now on April 22-23, 2014

Dear APEX Collaborators,

It turns our that the originally announced date for the APEX Collaboration
meeting in April was not optimal.  We are thus changing the meeting time by
a few days to the new date of *April 22-23, 2014*.  A preliminary agenda
