[APEX] APEX Executive Committee

Dear APEX Collaboration,

We have created an Executive Committee (EC), which is responsible for
managing the collaboration.  The EC will consist of 7 people, including the
spokespeople of the experiment.  The EC is responsible for ensuring smooth
progress towards preparing for the full APEX run, and will oversee the data
taking and data analysis.  Formal bylaws will be adopted at the next
collaboration meeting, likely in the Spring 2017.

We have elected Gordon Cates, Silviu Covrig, and Gregg Franklin to serve on
the EC.  Their term is renewable and is initially set for one year, until
November 30, 2017.
