[APEX] No APEX "Biweekly" Meeting today

Due to the thanksgiving holiday and a heavy EC agenda, we’re holding an EC
meeting today rather than a general meeting.

Sorry for the late notice.

We will confirm soon whether the next general meeting is on Nov 26 or Dec
3.
