[APEX] shift sign-up for APEX spring 2019 run

Dear APEX collaborators,

As most of you know, APEX has a run scheduled Spring 2019, starting January
30th. The run should provide excellent new sensitivity to possible vector
("dark") forces motivated by dark matter, so we're very excited to finally
be taking new data!

I'm writing to invite you to sign up for APEX shifts -- the signup page is
now live, at
https://misportal.jlab.org/mis/apps/physics/shiftSchedule/index.cfm?experimentRunId=APEX

For authorship on the APEX physics paper we are asking for 6 shifts, with
Owl shifts weighted as 1.5 shifts.  You can find more information linked
