[APEX] APEX Start-of-Run Party Today 3pm Hall A Counting House

Dear Collaborators,

We will be having a small start-of-run party to celebrate the completed
installation of APEX and thank everyone involved for their hard work.  We
will meet today (Monday 2/4/2019) from 3pm to 5pm in the Hall A Counting
House and will serve various refreshments and food items.
