[b1_ana] draft proposal

Hi, Karl and Dustin,

In the section on "Time dependent factors", the second sentence
(Scintillators, drift chambers and lead-glass shower detectors)
is reference to BigBite detectors. What I meant to say is that
all detectors in HRS is stable to 1% in 3 months running.
Detectors in BigBite are stable to 2% in 3 months running with the
exception
of the pre-shower and also the time when gas ran out. The
pre-shower suffered radiation damage and dropped by more than 10%
in ~1-2 month.
So to make it clear, should either explicitly state BigBite detector for
the 2% number,
or only need to use HRS detectors as the example (which is more
relevant/close
to our case for SHMS and HMS).

Cheers.
