Hi Simonetta,

These are created for every submitted proposal. I believe it is just to
provide a very rough global overview to the PAC members on the theoretical
merits of the proposal.  It could in principle be used to flag questionable
proposals which don't have strong (or perhaps questionable) motivation.
 But the few TACTs I''ve seen have been mostly vanilla rehashes of the
motivation sections of the proposals.   Here, I think we did ok, since they
point out that any new data on b1 would be welcome.  I'm not sure what the
relevance of the double scattering PLB cited is at our relatively high x,
but will have to review it.
