[BDXlist] BDX proposal: proof reading

Dear colleagues,
we just posted here:
https://www.ge.infn.it/~batta/BDX-proposal_main.pdf
the proposal V1.4 that we consider almost ready for submission.
Please take a look, read it again, do not git push any changes and if 
you have the last round of comments, fixes, .. please send a mail to 
Raffaela and Elton by 16:50 JLab-time ( 22:50 Rome, 21:50 London).
The plan is to incorporate the very last edits and submit it by 17:00 
(Jlab time) today (unless you notice something very, very bad!)
