[BDXlist] BDX proposal update to PAC45

Dear colleagues,
we have been suggested to submit a brief update of PR12-16-001 
presenting how we are planning to respond to PAC44 concerns (and present 
the full proposal next year).
Here in attachment the draft  of the document. The submission deadline 
is May 22 but we would like to submit the proposal by Thursday/Friday 
(18/19).
Please send your comments by Wednesday night (Jlab-time)
If you are not in the author list (and you want to be added) please let 
us know as well as you want your name removed.
In attachment the draft of the cover letter too, addressed to Jim 
Napolitano, PAC chair
