[BDXlist] PAC 47 BDX-DRIFT Proposal (nearly final)

Hi Dan et al.,
Bob McKeown stopped by my office to clarify the classification of 
BDX-Drift. It was submitted as a group proposal, which makes sense. 
However, as the cost of facility might be affected and in discussions 
Bob had with HEP, it was agreed that it would be reviewed on its own 
merits. Therefore, it will be treated as a new proposal, but can be 
re-categorized at a later time if appropriate. My understanding is that 
no action is needed on your part. You will be allocated standard time 
slot at the PAC, etc, and will be notified along with other experiments.
