[Bonuslist] TOSP for EEL testbench

Hello Everyone,

Temporary Operation Safety Procedure (TOSP) submitted for the BONuS12
testbench at EEL building have been approved, so we can now set-up the
test-bench at EEL, and start testing the detector.

The First version of the document is found at
