The paper is a comprehensive description of the measurement of the<br>
structure function of the neutron in the deuteron using spectator<br>
tagging. For a partonic interpretation, the data have been taken at<br>
the relatively low beam energies of about 2, 4, and 5 GeV at Jefferson<br>
Lab. Thus, most of the invariant mass region is affected by the<br>
nucleon resonance excitation. However, with the upgrade, the<br>
measurement can be extended well into a region where the partonic<br>
description is valid. Further, measurement of tagged structure<br>
functions would be a major program at a future electron-ion collider.<br>
Thus, I find the work to be important, timely, and of high quality.<br>
<br>
The description of the Radial TPC is complete and informative. The<br>
analysis of the data is thorough and straightforward to follow. The<br>
use of two complementary analysis methods gives confidence in the<br>
ultimate result. I was impressed by the care with systematic<br>
uncertainties. 12.5% (8.7%) point-to-point systematic uncertainty in<br>
the structure function (ratio of structure functions) seems reasonable<br>
to me. The study of the ratio of experiment to simulation vs. èpq<br>
showed variation that was interpreted as due to FSI and target<br>
fragmentation effects.<br>

Figure 19 shows the determination of the neutron structure function<br>
Fn2 in the DIS region from this work. The data agree well with<br>
existing PDF parametrizations.<br>
<br>
This paper impressed me with its content and the great care with the<br>
analysis of the data. It describes in detail a new experimental<br>
technique, one that will likely be used and developed in the future. I<br>
recommend that the paper be accepted for publication.<br>
