[Bteam] reliability of bunchlength measurement suspect?

How is it possible to run CEBAF when 1/4 cryomodule cavity 7 is *wrong*
by 12 degrees!!! Or how about on October 9 when cavity 7 was wrong by
37 degrees? Attached spread sheet shows tweak-summary of chopper gang,
buncher, capture, quarter cavity 7, quarter cavity 8 following each
bunchlength measurement since August 9. Big offenders - quarter
phases. Some days, relatively big changes to capture. It used to be we
never expected to move things by more than a degree or so, right? I
remember adjusting phases in increments < 1 degree to get nice yao
cavity pattern. Helpful? Tell me and I'll butt out.
