[Bteam] Request for review and support in developing a troubleshooting guide.

Colleagues,
Ops presently does not have a well defined process in making machine 
corrections for persistent shoulders on harp scan results. We need to 
develop a protocol that identifies the different harp issues such as, 
asymmetric/symmetric shoulders, non-Gaussian results, low signal to 
noise ratio...etc., and captures the various actions, and "tricks", that 
have worked in the past.
To start this endeavor, I have asked Yan to develop a draft 
troubleshooting guide that will address bad harp scan results and would 
ask the B-Team to provide additional support and review.
Once refined we can add it as a troubleshooting guide that will be 
applicable to all three experimental halls.
