[Bteam] Hall A Match

I figured out what I did wrong with the "design" v "current" beta traces 
on the IEE.

Here are the corrected images.

_This image compares the DESIGN betas (m) vs CURRENT betas (m).
The DESIGN inputs are DESIGN twiss parameters entering IPM1C03, and the 
DESIGN quad values
The CURRENT inputs are the twiss parameters measured with the quadscan, 
with the CURRENT quad values. The CURRENT quad values ("matched")

The matchpoint is immediately prior to MBA1C05. As can be seen from the 
graph, beta_x is matched, but beta_y is ~2x design.  I'm not confident 
that the machine hasn't changed since Friday when the match was done...I 
should've grabbed the images immediately. Next time...

_Same conditions as above, but displaying sigmas (um).

This elog contains the twiss results from the quad scan measurement on 
10/23. In addition, it contains a link to the data file.
