Some thoughts about low background and energy lock in two halls.

1. would it help to have a 25 keV copper energy lock cavity in parallel 
with a slow lock on the arc dipole bus to keep xC12.XPOS constant on the 
hall which doesn't have control of the SL20 vernier?

2. would the combination of energy lock and polarization benefit justify 
the cost of a superconducting 499 MHz cavity at 4.5K with a recondenser 
on the cryostat?  No cryo lines, just electricity and RF into the BSY.
