[Bteam] ARC1 and ARC2 optics

I've completed the exercise of creating self-consistent optics for Arc1
and Arc2. As I am going off the grid again tomorrow until Sunday, I
doubt I'll get to Arc3 until Monday. I've attached my working notes
for Arc1 and Arc2 as well as the lattice files. If you look at the
tables that hold the differences between the original deck values and
the new self-consistent values you will see that for Arc1 the changes
are relatively small/safe. But for Arc2, since the 2S quads were at 0
or near zero in the design the new self-consistent values represent a
bit of departure from the original design decks. The quad values in
the 2S are modest, but non-zero.
I'd like to load these values after the initial ORFP (perhaps as early
as Tuesday) so anyone who has time to look these changes I'd appreciate
an extra set of eyes on things before we take a path leads to disaster.
