[Bteam] Beam studies tomorrow

The QE is still sufficiently above  0.4 that we will not do a spot move 
tomorrow (Tuesday).  Instead the plan is as follows,  (please call me if 
you have comments/suggestions for improvements):

   1. 8:30 mulitharp in the injector.
         1. Trying to understand in the incoming beam is stable,
         2. compare with Sunday evening multiharp results
         3. calculate match and QA results
   2. 9:15  Yves's Arc3 measurement with follow on ray-trace
   3. 12:00 Load matched injector optics and Arc1 elegant derived optics
   4. 12:05 ORFP   pass-5 to Hall-B

I'll encourage the Halls as best I can that the halls be available after 
2pm so we can perform beam quality checks at the end of ORFP.

Given the sensitivity of the setup, I think it is best if we focus on 
setting up the machine using our established tools and processes.   
Optics-on-call has ownership of 1, 3 and 4.  By ownership I mean they 
(MikeS and Rui Li) have final say as to what gets loaded or not, who 
staffs what and when.
