[Bteam] no joy: delivering high current, parity quality beam to Hall-C

The Hall-C beam is still limited in current and the beam quality is no
where near acceptable for Hall-C. It is clear that our present
injector configuration and hardware is not working. So far no smoking
guns in terms of failed hardware have been identified. In order to make
progress in identifying the source of the problem we need to do
something different than our previous efforts. This means making
changes to the configuration (or hardware), such as:

   1. Turn off the horizontal Wien.
   2. revert back to 130kV gun

These are the top two suggestions on my mind at this point. I'd like to
hear other suggestions as well as pros/cons tomorrow morning. Either
way we will be changing something tomorrow.
