[Bteam] H vs C arc dipole multipoles

Good morning,

According to Leigh the Hall A staff requested to not have H-Steel on their
magnets because the 9th dipole system will not work in that configuration.
There may have been other factors in the decision but I was not involved
so I'm not sure. The project bought a larger power supply. The plan is to
run the dipoles at 540 A vs. the 470 A that Hall C will run for 11 GeV.
