[Bteam] elegant LINAC replication tool

As requested by Mike Tiefenback, a tool has been created 
that will replicate the first pass LINAC elegant lattices 
for the higher LINAC passes, starting from the user's 
modified elegant lattices for LINAC1, LINAC2 or both. The 
tool allows the user to specify the input momentum to 
LINAC1, if different from the design eDecks value, and will 
scale accordingly. A full set of LINAC lattices will be 
created (LINAC3-LINACA). Let me know if you have any
