[Bteam] the remainder of Qweak per Carlini and implications by me

Attached is my transcription of the plan Roger showed at the scheduling 
meeting.  I include at the bottom some calculations I did which he 
presented to a Qweak meeting this morning in discussing this run plan. 
I also include a couple of explanations he gave at the Qweak meeting, 
e.g. hall cooling down for tracking.

Of note for RF/SRF folks are the periods April 15-18 during which there 
will be 720uA in the machine and May 12-18 with either 360uA or 540uA. 
It will be interesting to see how the high current loading affects the 
C100s.*  Support on Sunday 4/15 would be appreciated.  Or you could 
simply turn both zones down a lot Monday April 9, eliminated the need to 
turn off C25s when we reduce the linacs by 133 MeV each.  The latter 
would speed recovery to 548/linac April 19.  I suggest you decide which 
you prefer and present it to Arne at 0755 Monday.  I'll plan to turn off 
4-5 zones April 9.  EES-RF will have a couple of hours to help Ops get 
them back up 4/19 while EGG is doing the Wien flip.

*Recall that Fulvia spoke of 2MW beam power as a lost opportunity at the 
Accelerator Division strategic planning meeting in December.  I spoke at 
the same meeting of running up to 800uA in the linacs via turning down 
C100s and refurbishing another ten C25s into C50s.  I'd like to see at 
least some 7-cell cavities running 14+ MV/m April 15-18.
