[Bteam] Beam Test plan clean up

I would like to clean up the Beam Test Plan area  so that it only holds 
test plans that are likely to be executed between now and May 18th.     
Any test plan that doesn't apply beyond 6GeV operations should be 
deleted.   Test plans for hot check out should be deleted as the whole 
hot check out process will be new for 12GeV (I've already deleted the 
AHLA hot checkout items).

Either delete/complete the test plans you own  or place a comment on why 
you think they should remain on the list by COB today.  Tonight/Tomorrow 
I'll clean things out.
