[Bteam] hall C halo and tail

Jay and bteam:
Bteam or at least a core set: Optics-on-call, Injector-On-call, B &
C Beamline physicists, EES core (Mounts/Lauze) should meet Tuesday after
the 8am to discuss the path forward on establishing a robust 180uA
setup. There are many issues that need to be dealt with so please
read the elog and perform any parasitic (archiver) investigations ahead
of time so that we have an efficient meeting.
